Every SCMS component will need to manage Root CA update automatically. To authenticate the Root CA management messages, the Root CA must be trusted, and therefore require that their Certificates be in the SCMS component trust stores.

The SCMS Component shall be provisioned with the self-signed SCMS certificates of the Root CAs.
