There are no privacy concerns for SCMS components that would justify more than one certificate valid at a given time. At the same time, it is desirable to keep complexity low and have maximum control over components, hence allowing exactly one certificate at a given time.

Each SCMS component shall have only 1 valid and in-use certificate at a time.

1.	No duplicate component ID certs - not MA		Passed	Unassigned
2.	No duplicate component ID certs - MA		Passed	Unassigned
